Construction Project Manager
DEPARTMENT: Capital Planning & Project Delivery
REPORTS TO: Director of Construction Management
The Construction Project Manager is responsible for overseeing and coordinating all aspects of mid to large-sized construction projects for the BJCTA through all phases. Creates project objectives, work scope, project execution and construction management plans and procedures. Oversees and coordinates planning, design, design phase estimating and monitoring construction by the architect/engineers. Develops and manages project budgets and schedules in conformance with available funds and work schedule. Oversees project team members, consultants and contractors allocated to project. Serves as an advisor and resource to project staff to resolve technical or operational problems for BJCTA, with direct accountability for project delivery. The ideal candidate will have experience with ground up and renovation to historical buildings, maintenance facilities, administrative office buildings, warehouses, environmental remediation requirements, Bus Rapid Transit platforms and transit stations. The Project Manager will need to be onsite regularly in Birmingham, AL,
ESSENTIAL JOB FUNCTIONS:
1. Manage capital projects involving the construction, cost allocations, project schedules, right of way acquisitions, permitting, bidding, contract requirements, inspections and
change orders for Capital construction projects.
2. Monitor the work performance of consultant engineers and contractors to ensure compliance with contract requirements.
3. Make presentations and meet with a variety of stakeholders, cities, counties, contractors, community groups and federal, state and local officials on a variety of issues concerning capital improvement projects.
4. Maintain accurate records on project costs, time schedules, contractor performance, contract changes, and related capital project requirements.
5. Provide technical engineering assistance to professional, technical and office support staff.
6. Provide testimony at public hearings relating to permitting for waivers, variances, special exemptions, wetlands and water requirements.
7, Make presentations to community organizations and other citizens on capital projects relating to scope, cost, schedule, purpose and need and environmental impact.
8. Oversee the work performed by design engineers, construction inspection personnel, and contractual personnel.
9, Ensure a quality constructed project is completed within the prescribed time frame and Capital budget.
10. Manage approved budget for the capital project to ensure work is being performed within the authorized funding budgeted for the project.
11, Document changes in project cost, schedule, change orders and prepare written reports to engineering managers on project status and problems needing resolution by management.
12, Conduct periodic site visits to monitor the progress of construction, review status of work completed during the period covered, review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
13. Review contractorsâ€™ direct cost payment requisitions and budget status, review of subcontracts, bonds/subcontractor default insurance, review of change orders, review of
prime contractorâ€™s monthly Job Cost Reports, opine on adequacy of contingency, review of construction and disbursement schedules, review of lien waiver and other
documentation submitted by the prime contractor.
14, Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices.
15. Review and comment on construction and disbursement schedules as well as other submitted document including but not limited to: zoning approvals, certified surveys,
building permits and approvals, utility company approval letters, soil and foundation engineering reports, and designer's certification of code and ADA compliance.
16. Performs other duties as assigned.
No formal supervisory responsibilities in this position, May provide informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan, and supervise assignments of lower level employees.

Bachelor's degree in Architecture, Engineering, Construction Management, or related field.
Minimum four or more years' construction administration, architecture, engineering, or similar experience, Intermediate skills with Microsoft Office Suite. Ability to read and understand architectural drawings. Knowledge in Oracle Primavera, P6, PM Web, MS Project, leases, contracts, and construction practices.
Knowledge of the entitlement/permitting process and construction delivery methods and agreements, Familiarity with construction best practices, general building codes, and various building types and systems, Passion for being detail oriented and highly organized.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public, Excellent written and verbal communication skills, Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions, Conducts advanced financial analysis. Ability to apply concepts such as fractions, percentages, ratios, and proportions for practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists, Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations, Requires advanced analytical and quantitative skills.
CERTIFICATES, LICENSES, REGISTRATIONS
Licensure as either a Professional Engineer or Registered Architect is desired but not required.
