Business Analyst

DEPARTMENT: Capital Planning & Project Delivery
REPORTS TO: Director of Project Management
CLASS: Administration


JOB SUMMARY
Performs data analysis for input to the Authority's annual Capital budget development. Under supervision, plans, schedules, analyzes and prepares the annual and long-range impact to costs and budgets related to the Authority's capital, planning or operating programs. Coordinates, develops and forecasts assigned sponsors’ annual budgets. Assists in the development of recommendations to approve, disapprove and/or modify the requests. Reviews, analyzes and recommends proposed staffing and/or organizational changes to ensure that the Authority is organized, structured and staffed to promote overall effectiveness, efficiency, and productivity. Communicates with the assigned sponsors and departments to ensure the quality and understanding of all approved or disapproved expense categories. Prepares periodic reports, forecasts, and recommendations to responsible departments and project sponsors. Works with employees throughout the Authority to resolve various issues and manages special projects.

ESSENTIAL JOB FUNCTIONS
1. Performs data analysis for input to the Authority's annual Capital budget development.
2. Compiles statistical data for reference reporting purposes and coordinates assignments and projects with appropriate department personnel.
3. Maintains records for the Capital Improvement Program, including Board proceedings and actions taken on Capital Projects.
4. Assists with organizational studies, reports, audits, and special projects.
5. Plans and coordinates Capital Program related training and meetings.
6. Assists with the preparation, administration, coordination and monitoring of the department's Capital budgets.
7. Ensures coordination and timely completion of division projects.
8. Composes and/or edits detailed reports and plans as needed. Researches and develops spreadsheets, graphics, and numerical reports and interprets results.
9.Coordinates, develops and forecasts assigned annual Capital budgets.
10. Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Supervision: None

MINIMUM QUALIFICATIONS
Education: Bachelor's degree in Business Administration, or transit related field.

Experience: Five years’ experience in personnel administration, budget preparation and monitoring, project tracking and controls, or a combination thereof.
Must be fully proficient in the operation of spreadsheet, database and word processing software, and have experience in using web-based software and applications.
Must have experience conducting routine research, compiling data and writing reports relating to administrative and office requirements.
Knowledge of transit related projects and Capital Improvement Program processes is desirable.

KNOWLEDGE, SKILLS AND ABILITIES
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS 
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 

REASONING ABILITY 
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
