Transit Advisory Committee(TAC) Mission Statement

The purpose of the BJCTA Transit Advisory Committee (TAC) is to serve as advisors to the BJCTA Board of Directors and its Executive Director and to function as a citizen's advocacy group dedicated to improving and expanding the Birmingham metropolitan area's public transit system. This purpose also includes providing forums for public and special-needs transportation users and stakeholders in the metro area. This group shall be dedicated to work toward the improvement of transit services and programs provided by BJCTA. This purpose shall be promoted and carried out by the BJCTA regarding the TAC and to fully cooperate with the TAC and to take such action as shall be necessary to keep the TAC informed of the affairs of the BJCTA.

Members will provide input to the BJCTA Board of Directors, its Executive Director, and appointing member cities on transportation issues of local, regional and statewide significance. This work will assist BJCTA to include appropriate mobility and modal elements in public transportation policy. This work will also ensure that resources available for transportation planning and delivery are leveraged to the highest extent possible to implement public transportation projects. The committee does not have independent duties or authority to take actions that will bind BJCTA's Board of Directors. Members of the TAC must be residents of Jefferson County and the municipality of the appointing authority. Jefferson County Commission appointees shall be a resident of the unincorporated area of the County.

Function/Purpose:

The TAC shall serve as a forum for discussing and identifying public transportation issues and solutions. Specifically, the members shall work collaboratively to:

  • Make recommendations to the BJCTA Board of Directors and its Executive Director regarding public transportation policies and programs.
  • Make recommendations to BJCTA Board of Directors and its Executive Director regarding necessary changes to existing transportation rules and laws.
  • Respond to issues brought to it by the appointing member city, other partners, and the public through collaboration with BJCTA's Executive Director.
  • Promote regional and statewide advocacy for alternative transportation modes and demand management strategies.
  • Support and endorse local community and regional solutions.
  • Disseminate information and hold forums to solicit public input.

The Birmingham-Jefferson County Transit Authority has two advisory committees:
the TAC and the Paratransit Advisory Committee (VIP) or demand response special transit service. These committees will play an important role in assisting both the Board of Directors and staff of BJCTA Transit with the development of transit policies and programs.

TAC is an appointed committee by the governing bodies of participating member cities as advocates on behalf of transit for improvements to public transit services in the community. Members of the TAC are appointed for a two-year term. The committee meets once a month on the first Saturday at 10:00 a.m. at Central Station second floor board room.

The VIP's purpose is similar with the exception that the VIP focuses on issues related to the transportation of persons with disabilities. The committee meets every other month on the third Thursday at 2:30 p.m. at 3105 8th Avenue North on the second floor. The commit consist of representatives who service persons with disabilities and community advocates.

These committees do not set policy, review polices under development to insure that they meet the needs of our constituents, our customers, elected officials, the business community and others.
