The task order includes the necessary steps to advance plans to develop a set of contract documents for the design, permitting, and renovation of the existing 8 th Avenue Operations and Maintenance facility. The tasks outlined in this scope of work will ensure that the Consultant consider and incorporate strategies to provide adequate space and an appropriate environment to support operations and maintenance of the BJCTA transit fleet for up to 200 transit vehicles (fixed route and paratransit).This task orders scope of work also addresses the need to: À Remedy deteriorating facility conditionsÀ Upgrade mechanical, electrical, and plumbing systemsÀ Replace bus maintenance and bus wash equipmentÀ Incorporate new technologyÀ Remediate stormwater runoff and site flooding issues, andÀ Address transit vehicle, service vehicle and employee parking.The proposed project would include not only renovations to existing buildings and site, but also the renovation of administrative offices, drivers waiting/staging area, and paratransit reservation and dispatch offices. This Task Order comprises the first of several phases aimed at renovating and improving the existing 8 th Avenue Operations and Maintenance Facility building and site. However, there are tasks included in this task order that are specifically meant to benefit and/or inform later phases of this project. This would include the development of conceptual designs for the entire building and facility site to include parking for both transit vehicles and employees, modifications to site grades to better accommodate/facilitate stormwater runoff, and expansion of administrative work areas. |

| DESCRIPTION: NOTICE IS HEREBY GIVEN that the Birmingham-Jefferson County Transit Authority ('BJCTA') is establishing a list of pre-qualified, on-call Consultants that can be called upon to support specific projects. As such, the BJCTA is soliciting qualifications from firms interested in providing Architectural and Engineering Consulting Services, Program management/program oversight services, and construction management services for a number of large and small planned/proposed projects. Projects will be issued by task order. Once pre-qualified, BJCTA will select consultants to complete projects at its convenience. Firms selected and placed under contract in the consultant pool are neither required to accept specific task order assignments, nor are they guaranteed to be selected for work. Technical areas that will be required at a minimum: Electrical Engineering Architectural Design Mechanical Engineering Process Control (6 sigma lean) Civil Engineering Financial Modeling NEPA Experience (National Environmental Policy Act) SHIPO Experience (State Historic Preservation Officer) Urban/Regional Planning Transportation Engineer As the need for services arises, BJCTA will issue a brief request to the list of pre-qualified, on-call Consultants. The request will summarize the proposed task order scope of work. Interested Consultants shall prepare a written response to the task order request. Selection of Consultants responding to the task order request will be based on the Consultants proposed scope of work and other factors. These factors include, but are not limited to: The Consultants availability The Consultants experience The Consultants understanding of the task order and BJCTAs needs The Consultants task management plan, and Key personnel Upon selection of the Consulting firm to complete the task order, the BJCTA and the Consultant shall discuss and adjust the scope of work as necessary until an agreement between the BJCTA and the Consultant is achieved on individual task activities. The Consultant shall finalize the scope of work and compensation will be negotiated. A task order and purchase order for the specific work shall be issued at that point. Any awarded contract will not be an exclusive contract for work. BJCTA may also elect to hire consultants for the work described through other competitive procurement process. One (1) original and three (3) copies of sealed proposals will be received by the Birmingham-Jefferson County Transit Authority, 1735 Morris Avenue - 2nd Floor, Birmingham, AL 35203, in accordance with these instructions and specifications, until 12:00 P.M (CST), Tuesday, July 27, 2010, at which time all proposals must be received. Procurement Methods
Small Purchases:Quotations will be solicited for transactions of materials or services with an estimated total price of under $5,000. A verbal quotation will be obtained for purchases between $100 and $2,000. Written Request for quotations are solicited for purchases between $2,000 and $5,000. The vendor who supplies the best quote (price, delivery terms, etc) shall be issued a purchase order.
Large Purchases:Purchases in excess of $5,000 require a competitive bid. Solicitations are advertised in the Birmingham News or trade publication and advance notices are mailed or emailed to applicable vendors from the BJCTA vendor database. The two basic types of procurement for large purchases are Invitation for bids (IFB) and Request for Proposals (RFP). Generally, goods and commodities are purchased via IFB, whereas services are purchased via RFP. In both cases, advance notice is given and solicitations generally remain open for 21 days to give adequate response time. A pre-bid conference may be scheduled for complex purchases, and questions from vendors may be requested prior to the pre-bid conference.
For IFB's the most responsive, responsible bidder offering the lowest price will be awarded. To be responsive, a bidder must comply in all respects to the IFB. A responsible bidder must demonstrate the capacity and willingness to perform (ie: equipment, past experience, financial resources).
An RFP award is based not just on price, but other evaluation criteria set forth in the solicitation.
Bid / Proposal Deadline: Must be received in the office designated by the IFB or RFP, no later than the time set for opening bids, Central Standard Time.
Addenda: May be issued to make changes in specifications, bid opening date, conditions, or ambiguous information. The addendum will be sent to each prospective bidder numbered serially. The receipt of all addenda must be acknowledged in the resulting proposal documents.
Public Bid Opening: Bids are publicly opened after the submission deadline. Proposals, however, are not opened publicly.
Bid Award: After bids are reviewed and evaluated, approval is still subject to award by the Executive Director and/or Board of Directors. Award will then be communicated by written notice. All bids may be rejected if is it determined to be in the public interest and supported by sound business reasons.
Other Procurement Methods: Other infrequent methods used as needed include sole source, non-competitive or negotiated contracts, and construction contracts.
Disadvantaged Business Enterprise Participation
BJCTA agrees to ensure that Disadvantaged Business Enterprises (DBE), as defined in 49 CFR, Part 26, have the maximum opportunity to participate in contracts and subcontracts financed in whole or in part with Federal Funds. In this regard, the Authority or its contractors shall take all necessary and reasonable steps in accordance with 49 CFR, Part 26 to ensure that DBE's shall have the maximum opportunity to compete and perform contracts. The Authority and its contractors will not discriminate on the basis of race, creed, color, national origin, age or sex in the award and performance of contracts.
Locally, BJCTA accepts DBE certifications through the Alabama Department of Transportation. In addition, BJCTA will accept DBE certifications from any other Unified Certification Program (UCP) or DOT recipient from another state that follow the certifications procedures in strict conformance with 49 CFR Part 26.
