Joyce E. Brooks is a Project Manager with Alabama Power Company. She has been employed with Alabama Power Company since 1991.

Joyce E. Brooks received a B.S. in electrical engineering from the University of South Alabama and a Masters in Electrical Engineering from University of Alabama at Birmingham. She holds certifications in strategic planning, effective facilitation and effective consulting from Leadership Strategies.

Joyce was appointed to the board of the Birmingham-Jefferson Transit Authority in 2010 representing the City of Birmingham. She also serves on the board of Main Street Birmingham. She is a member of the Kelly Ingram Park Committee, the Birmingham Civil Rights Institute REACH Advisory Committees, the National Society of Black Engineers, Toastmasters International and a 2009 graduate of Project Corporate Leadership. She is an active member of 16th Street Baptist Church.

She is married to Birmingham Fire and Rescue Service Chief, Ivor Jerome Brooks, Sr. They have two children.
